Included in their programs is the implementation of the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP), being one of the hundreds of colleges and universities in the Philippines that were deputized by the Commission on Higher Education (CHED).

The following are the programs that they offer under the ETEEAP. These are offered by their eight campuses in the province. This page was originally made for the Asingan Campus, but their focal person will refer you to the campus where the appropriate degree for your experience and credentials apply.

Tuition and Other Fees

This is one of the first question prospective candidates always ask so we will explain it here. Below is the official fee schedule coming from their office. PSU’s fee structure is one of the cheapest in the Philippines as well as globally. Other questions and clarifications you may have in mind can be directly addressed to the authorized representative who cares for this project. You can find her contact details below.

Application, Evaluation and Enrollment Procedure

  1. Fill up the application forms (Click here for the downloadable application form in PDF).
  2. Prepare a detailed resume or CV along with a cover letter of intent which includes the program of your interest.
  3. Prepare a Detailed Functions and Responsibilities (DFR) or Service Record to be signed by your current employer.
  4. Prepare a Detailed Functions and Responsibilities (DFRs) or Service Records to be signed by your previous employers (If available).
  5. Prepare copies of employment certificates of current and previous employers pertaining to number 3 and 4.
  6. Prepare all the other documents (NSO provided birth certificate, Diploma and transcripts of records of your completed education, etc).
  7. Prepare all certificates of training, seminars and awards that you have acquired.
  8. Prepare a list of your works or publications either in print or digital.
  9. Any other relevant documents from any organization or entity as proof of your claimed skills and achievements.
  10. For online application, you may scan all of the above along with a brief letter attached to your CV explaining your intent.

When you fill up your application/enrollment, please specify which offered program or degree you are interested to enroll in. After evaluation, the PSU ETEEAP administrators will send their reply to you informing you as to which of the courses/subjects and units/credits are covered by your credentials, and the subjects you still need to enroll along with the cost. ETEEAP enrollment is daily which means you will not follow a specific time frame. All subjects and requirements will be covered and completed through online learning modules.

Residency Period

Individuals enrolled under the Program is required to have minimum residency of six (6) months. This means that even if your enrolled subjects are completed in less than 6 months, you can not apply for graduation, even if you have complied with all the requirements.

You will be provided additional instructions when your pre-evaluation is completed.

Important information and requirement after evaluation: 

One of the requirements is for the college or university where you completed the units/credits that you submitted (if you did and where applicable) along with your other credentials to verify this by sending a copy of your Official Transcript of Record (OTR) directly to PSU, along with comments about your status.

What is ETEEAP?

ETEEAP is an acronym for Expanded Tertiary Education Equivalency and Accreditation Program.  It is an alternative education program in the Philippines that allows working professionals, but were either unable to finish their college education or were completely unable to step into college for different reasons, to earn a bachelor’s degree without going through traditional schooling methods.

Under this program, professionals with five or more years of work experience can use the knowledge, experiences, achievements and skills they obtained through their jobs to earn school credits that are then deducted from the total number of units or credits that they are required to earn before they graduate. This way, the more professional experience the ETEEAP students demonstrate, the sooner they can earn their bachelor’s degree.

Legitimacy of the Program

ETEEAP operates by virtue of the Executive Order Number 330 signed by former President Fidel V. Ramos on May 10, 1996. It is currently administered by the Philippine Commission on Higher Education (CHED) through deputized and qualified colleges and universities who applied to offer the program. It had become part of the academic programs of these institutions and graduates are not treated differently from regular students.

At the moment, this program is only offered to Filipino nationals. However, a few higher learning institutions in the US have adopted this system that they offer to any nationality under the curriculum of the state where the institutions are located.

How does the system work?

Students aiming for a bachelor’s degree through the traditional method usually complete their college or university education in four or five years depending on the curriculum and the number of units or credits they complete per term. Some schools are under the trimester program while a few others are still under the two-semester system. Such may also affect the length of time students spend with the institution until the completion of all their requirements. Under the regular program, students are only allowed a maximum number of units/credits to complete within one term even if they are capable to take up more. Other institutions, especially those that offer regular asynchronous online or distance learning program in their system, have a minimum residency which allows the students who can complete their requirements earlier to enroll on the next term. For instance, one online university allow students between 1 and 8 courses, which is equivalent to between 3 and 25 credits, per term. The maximum length of a term is 98 days and the minimum residency is 50 days.

With the ETEEAP, the basic concept is the same. Deputized institutions normally follow a maximum units or credits per semester. However ETEEAP students are entitled credits upon submission of their application for enrollment which means quicker completion of their degree. In many cases students may gain more than half of all the requirements on their degree upon enrollment which enables them to complete their four-year bachelor’s degree between 6 and 18 months, and a masters degree that normally takes between two and three years can be completed within two or three semesters.

Here is the reason why. While students in regular programs need to complete all the requirements in the curriculum based on the brick-and-mortar standard or traditional way, ETEEAP students’ professional experiences, knowledge, skills, prior education, work experiences and training, awards and achievements relevant to a course or field under the institution’s academic programs are evaluated and used in exchange for academic credits, or in the system called CLCs.

What are CLCs?

CLC is acronym for Classroom Learning Credits. The deputized institutions’ Academic Review Board (ARB) or the equivalent determines the candidates’ knowledge, skills, prior education, experience, awards and achievements relevant to a course or field under their academic programs which the students wish to enroll. Consequently, CLC’s can potentially be awarded for equivalent classroom, laboratory, or workshops normally taken up by regular students. Transfer credits for courses or subjects completed at other colleges or universities (if available) are also awarded using the ETEEAP.  

This unique program uses equivalent competency standards, a comprehensive assessment system and combined assessment methodologies to assess the student’s experiences previous college level education and experience. Based upon this assessment, qualified students are awarded CLCs, which reduces the in-classroom time required for graduation. In the ETEEAP system, all subjects and credits or units that gained CLCs from the students’ credentials are considered complete. Only the remaining courses or subjects that did not have any equivalent in the evaluation process will be enrolled and should be completed in the traditional way. Other schools offer blended or online learning system to complete any requirement that was not awarded CLCs.

Some colleges in the United States as well as few other countries have adopted this system using different terminology and under different names but the same principles. However there is a slight difference in the US. One college that offers the same system under a different name requires that students must complete all classroom assigned “homeworks” in each subject prior to being given credit for any class or program, and all students are required to take comprehensive final exams in each subject for which they received a CLC award. Any courses for which the students were not awarded a CLC will be completed in the traditional way.

Early History of ETEEAP

During the infancy of this program in the Pre-Internet era, thousands of Filipino professionals who had been working in the different fields of expertise for many years all over the world were able to earn their bachelor’s degrees through semi-blended learning. Candidates initially had to attend to their classes on campus to complete the subjects that were not awarded CLCs. However, some of the deputized institutions had to send their professors to the countries where a number of students needed to enroll to the program as their employers won’t allow them to go back home to complete their requirements. The employers were willing to pay for all the expenses of sending the professors to where the students were than losing revenues in allowing their employees to take a few months’ leave to complete their academics requirements. Many of these students attended their graduation at the university along with other regular and fellow ETEEAP students later when they had the chance to go home on holidays.

With the advent of the Internet and the emergence of distance learning methods, software and systems, most ETEEAP-deputized colleges and universities offer the program online, so anyone can take their courses from anywhere in the world as long as they have a computer and access to the Internet.

Are there graduate programs offered through ETEEAP?

The ETEEAP was introduced to initially offer undergraduate programs (bachelors degree). But some deputized institutions applied to offer graduate programs with the Commission on Higher Education (CHED) and were granted.

One of these is the Baguio Central University (BCU). Besides the undergraduate and graduate programs that they offer in their traditional system, they also offer these in the ETEEAP through blended and online learning to complete the subjects that did not earn any CLCs.

Update: In December 2021, the Commission on Higher Education (CHEd) stopped deputizing HEI’s for graduate programs with the CMO#29-s2021.

In what ways ETEEAP is beneficial?

Along with millions at home, there are more than 10 million Filipinos working or/and migrants in almost all countries all over the world. Many of these were not able to complete their college or university degree while some have not completed their undergraduate requirements, but as they continue to gain experiences in the field of their employment and have to take up or about to be assigned to supervisory positions, the issue of academic qualifications started to come up. This requires them to go back to school or to take up additional training and courses to entitle them the needed credits that qualify them to higher job positions and promotions. Most countries and institutions require their employees to reach a certain academic level to be qualified in a job position. However the experiences they had gained in their workplace throughout the years weigh much more than the qualifications of new graduates on a piece of paper in their hands as their only credentials. This is the huge gap that needed to be filled up and the ETEEAP has been evolving to solve this problem. Thanks to all the institutions and people who continue to support this program. And many thanks to the Philippine government that spearheaded this system.

This site was set up to help our visitors understand what ETEEAP is. We disseminate information about a program instituted by the Philippine government that helped many Filipinos reach their secular goals. Our developers and contributors are members of communities who had experienced the lives of Overseas Filipino Workers (OFW) first hand, and this inspired them to create a place where one can get all the needed information about ETEEAP.

Many of the estimated ten million Overseas Filipino Workers (OFWs) and migrants were forced beyond their control to forego pursuing the necessary education that qualify them to a job position but were nevertheless given the chance by their employers. As they continued working they had gained much experiences more than what they would have learned inside the classrooms had they first pursued the education related to such jobs. Others were able to gain much work experiences while performing certain functions in different institutions, while others had set up their own businesses that thrived throughout the years that some of these had become models in their respective fields. However, because of the prevailing culture of today where a piece of paper is more preferred as an evidence of one’s qualification more than the real ability, experience and capability the person possesses, a solution was provided to fill the gap, the ETEEAP. The information here will benefit not just the OFWs but all Filipino nationals whether they are at home or overseas.

We however would like to emphasize that we are not a school or entity that offers courses or degrees, and we do not represent any education institution. However, we feature for free colleges and universities that offer their programs through the ETEEAP if they wish. You can find them including the complete information about their programs on this link. Additional Learning Certificates

You may have skills that you acquired from your years of experiences in your workplace but you cannot produce certificates to prove such except for the recommendations and employment certificates provided by your employer. Many HEIs are requiring skill-specified certificates that were earned from learning institutions and training centers and most of them accept those that were taken up online.

We have a few suggestions here that may help you. These are already established online learning sites and some of their learning modules are used by some universities and colleges as part of their learning resources.

Create an account with LinkedIn here and complete your profile. Then visit their learning sites here where you can find their free lessons and take up an examination at the end of each lesson. You can then download the certificates that you can use as credentials.

They have one month free trial on premium accounts that you may want to take advantage of where you can find premium lessons. You may continue with the paid premium account at the end of the trial period if you wish.

Google also offers online lessons in different topics. They have free lessons but if you want to earn a certificate, you need to pay a certain amount for each examination that you take up. You may visit their learning site here.

The Philippine government has set up a department that provides free training on different skills where one can earn a certificate at the end. You may visit their website here, and their e-learning site here.

Paano mag-enroll sa ETEEAP?

Ang page na ito ay naglalaman ng mga mahahalagang impormasyon tungkol sa ETEEAP kasama na dito ang mga kinakailangan o requirements, kung paano mag-apply o mag-enroll hanggang sa mag-umpisa ang actual na pag-aaral ng isang estudyante. Ang ilan sa mga impormasyon dito ay nai-ambag ng mga estudyante base sa kanilang mga karanasan. Ang mga ilang detalye dito ay maaaring ma-update at madagdagan habang kami ay nakakalikom ng iba pang mga karagdagang impormasyon mula sa mga HEI administrators at mga estudyante na magboboluntaryong magbigay nito.

Requirements:

Ang pinakamahalaga at pangunahing kahilingan o requirement ay limang taon o mahigit pang karanasan sa parehong kasanayan, larangan o field of expertise kung saan nais mag-enroll ang isang aplikante. Maaaring ito ay deretso o tuloy-tuloy, o hindi, na pagtatrabaho sa isang kompanya o amo, o kaya ay namahala ng kanyang sariling negosyo, at maaari ding natigil ito at saka uli nagpatuloy. Ang mahalaga ay limang taon o mahigit pa ang kabuuan na siya ay nagkaroon ng karansan sa larangang iyon kahit pa magkakaibang kompanya at magkakaibang panahon (aggregate). Pwede ring idagdag ang kanyang karanasan sa iba pang mga larangan at baka ito ay mabigyan ng credit sa ilang mga asignatura o subject. Kung ang lahat nito ay pwedeng igawan ng dokumento o katunayan, pwede nang ihanda ng aplikante ang iba pang mga kinakailangan na nasa listahan sa ibaba.

  • Certificate of Licensure Examinations taken (Katulad ng LET o CPA, kung mayroon at kung kapit sa degree na nais i-enroll)
  • Certificates of Trainings/Seminars/Workshops Attended (Maaaring ito ay galing sa mismong kompanyang pinasukan o iba pang mga seminar at mga workshop na dinaluhan ng aplikante, kasama na ang mga na-sponsor ng kanyang simbahan, kung mayroon. Pwedeng gamitin ang mga training certificate na nakuha in person o online.)
  • Certificates of Awards/Recognition/Citations Received
  • Community/Extension Services Rendered (Kung sumama sa relief operation, naging bahagi ng NGO, barangay outreach program, frontliner o iba pang gawaing pangkawanggawa. Kailangan lang na ito ay may dokumentong nagpapatunay at napirmahan ng organizer o kung sinumang may autoridad sa gawaing iyon.)
  • Membership in Professional/Government Organizations
  • Publications
    Isama ang lahat ng katibayan o katunayang mga dokumento.

    – Pwedeng gamitin ang mga digital at online publications tulad ng website, YouTube channel at iba pang pwedeng makita sa Internet.

Application Procedure:

  1. Punan ang application form.
  2. Maghanada ng detalyadong resume o CV kasama ng isang cover Letter of Intent. Banggitin din dito ang nais i-enroll ng aplikante. May sample tayong introductory letter (click or tap) dito na pwede ninyong i-download. Mayroon din dito na gawa sa MS Word (click or tap) na pwede ninyong i-edit na lang.
  3. Maghanada ng Detailed Functions and Responsibilities (DFR) o Service Record na pipirmahan ng amo ng aplikante.

  4. Maghanda ng Detailed Functions and Responsibilities (DFR) o Service Record na pipirmahan ng dating amo ng aplikante kung mayroon. Dapat may DFR sa bawat kompanya o employer.
  5. Samahan din ang number 3 at 4 ng mga Employment Certificate (COE). Bawat kompanya o amo ay may COE din.
  6. Ihanda ang iba pang dokumento tulad ng birth certificate na galing sa NSO, Diploma at Original Transcripts of Record ng natapos ng aplikante kung nakapag-college siya. Gumawa ng dalawa o tatlong kopya nito.
  7. Ihanda ang lahat ng Certificate of Training o mga seminar na nadaluhan ng aplikante. Isama na din ang mga parangal (awards) na natanggap sa ibat-ibang larangan.
  8. Kung mayroon ay ihanda ang mga dockumento at mga larawan ng mga proyekto na nagawa ninyo ito man ay technical, digital o mga publication.
  9. Kung may mga dokumento ng mga organisasyon at mga institution na kasapi kayo na doon ay may karanasan din kayo sa larangan o kasanayan na kung saan nais ninyong mag-enroll ay pwede rin ninyo itong isama.
  10. Para sa pag-aaplay sa online, i-scan ninyo ang lahat ng dokumento na nabanggit na at ipadala ito sa email ng adminstrator ng HEI kung saan nais ninyong mag-enroll.

Kapag na-submit na ang mga nasabing mga dokumento ay isasailalim ang aplikante sa sumusunod:

– Pre-Interview/Pre-Assessment (Ito yung pagsusuri sa mga dokumentong isinumite ng aplikante.)
– Schedule of Psychological Test
(Bibigyan ng HEI ang aplikante ng tagubilin kung paano ito gagawin)
– Panel Interview
(Bibigyan ng HEI ang aplikante ng tagubilin kung paano ito gagawin)

Pagkatapos nito ang ETEEAP coordinator o sinumang inatasan niya ay magbibigay ng kasagutan sa aplikante kung ito ay kuwalipikado. Malalaman din ng aplikante kung ano ang mga asignatura/subjects at units/credits ang nabigyan ng CLC, at kung ano pa ang kailangan niyang i-enroll. Dito na rin niya malalaman kung magkano ang kailangan niyang bayaran.

Ang pag-eenroll sa ETEEAP sa karamihan ng mga HEI ay araw-araw kaya hindi kailangang sundan ng mga estudyante ang karaniwang timetable na ginagamit sa regular na mga klase. Ang pag-aaral ng mga estudyante ng ETEEAP ay may tatlong sistema at pwedeng mag-combine ang dalawa o tatlo depende sa level ng school kung alin sa mga ito ang na-apbrubahan ng CHED na gamitn nila. Enrollment Procedure:

Kapag ang school ay nag-abiso na sa aplikante na siya ay kuwalipikadong mag-enroll, ibibigay na rin sa kanya ang mga subject sa pinili niyang degree na hindi nabigyan ng Classroom Learning Credits (CLCs). Ito ang kinakailangan niyang i-enroll. Ipapaalam na rin sa kanya kung ano ang mga bayarin niya at kung paano niya babayaran ito. Bibigyan din siya ng karagdagang mga tagubilin kung ano pang mga hakbang ang kanyang gagawin upang makompleto ang kanyang pag-eenroll.

Fees and Costs:

Ang mga bayarin o fees ay malalaman lamang pagkatpaos ng evaluation ng mga isinumiteng mga dokumento ng aplikante. Walang tiyak na kasagutan ang katanungan ng karamihan na “Magkano?”. Ngunit pwedeng tantiyahin ito kung alam natin ang tuition per unit sa HEI at kung ilang unit ang pwedeng i-enroll sa isang semester ng mga regular na estudyante nila. Pagkatapos ay idagdag natin ang iba pang mga fee katulad ng enrollment at iba pang mga miscellaneous fee.

Para matantiya ang gagastusin ng isang estudyante ng ETEEAP hanggang sa matapos siya gamit ang impormasyon para sa regular ng mga estudyante, karamihan sa mga kumukuha ng bachelors degree ay natatapos nila ito sa isa hanggang dalawang semester. Ang mga kumukuha naman ng Masters dergree ay natatapos sa dalawa hanggang tatlong semester (Sa ngayon ay pansamantalang itinigil ng CHED ang graduate degree -Masterate and Doctorate programs- sa ETEEAP). Kadalasan na hindi isang bayaran ang buong semester kundi nahahati ito sa tatlo o apat na bayaran. Ngunit may mga school na nagbibigay ng discount sa mga nagbabayad nang minsanan, at may mga school din na pwedeng magamit ang scholarship programs. Pwde ninyo silang kontakin para dito.

Sa mga online na transaction ay ipapadala ang bayad sa pamamagitan ng bank transfer o iba pang online na paraan.

Confirmation of Enrollment:

Kapag natanggap na ng school ang unang bayad, mapapadala ng email ito sa aplikante kasama na ang official receipt. Ipapaalam din sa kanila na hintayin nila ang imbitasyon ng kanilang mga propesor na mag-join sa kanilang online class o kaya kung paano nila makukuha ang kanilang mga module.

Start of Classes:
