ETEEAP is an acronym for Expanded Tertiary Education Equivalency and Accreditation Program. It is an alternative education program in the Philippines that allows working professionals, but were either unable to finish their college education or were completely unable to step into college for different reasons, to earn a bachelor’s degree without going through traditional schooling methods.
Under this program, professionals with five or more years of work experience can use the knowledge, experiences, achievements and skills they obtained through their jobs to earn school credits that are then deducted from the total number of units or credits that they are required to earn before they graduate. This way, the more professional experience the ETEEAP students demonstrate, the sooner they can earn their bachelor’s degree.
Legitimacy of the Program
ETEEAP operates by virtue of the Executive Order Number 330 signed by former President Fidel V. Ramos on May 10, 1996. It is currently administered by the Philippine Commission on Higher Education (CHED) through deputized and qualified colleges and universities who applied to offer the program. It had become part of the academic programs of these institutions and graduates are not treated differently from regular students.
At the moment, this program is only offered to Filipino nationals. However, a few higher learning institutions in the US have adopted this system that they offer to any nationality under the curriculum of the state where the institutions are located.
How does the system work?
Students aiming for a bachelor’s degree through the traditional method usually complete their college or university education in four or five years depending on the curriculum and the number of units or credits they complete per term. Some schools are under the trimester program while a few others are still under the two-semester system. Such may also affect the length of time students spend with the institution until the completion of all their requirements. Under the regular program, students are only allowed a maximum number of units/credits to complete within one term even if they are capable to take up more. Other institutions, especially those that offer regular asynchronous online or distance learning program in their system, have a minimum residency which allows the students who can complete their requirements earlier to enroll on the next term. For instance, one online university allow students between 1 and 8 courses, which is equivalent to between 3 and 25 credits, per term. The maximum length of a term is 98 days and the minimum residency is 50 days.
With the ETEEAP, the basic concept is the same. Deputized institutions normally follow a maximum units or credits per semester. However ETEEAP students are entitled credits upon submission of their application for enrollment which means quicker completion of their degree. In many cases students may gain more than half of all the requirements on their degree upon enrollment which enables them to complete their four-year bachelor’s degree between 6 and 18 months, and a masters degree that normally takes between two and three years can be completed within two or three semesters.
Here is the reason why. While students in regular programs need to complete all the requirements in the curriculum based on the brick-and-mortar standard or traditional way, ETEEAP students’ professional experiences, knowledge, skills, prior education, work experiences and training, awards and achievements relevant to a course or field under the institution’s academic programs are evaluated and used in exchange for academic credits, or in the system called CLCs.
What are CLCs?
CLC is acronym for Classroom Learning Credits. The deputized institutions’ Academic Review Board (ARB) or the equivalent determines the candidates’ knowledge, skills, prior education, experience, awards and achievements relevant to a course or field under their academic programs which the students wish to enroll. Consequently, CLC’s can potentially be awarded for equivalent classroom, laboratory, or workshops normally taken up by regular students. Transfer credits for courses or subjects completed at other colleges or universities (if available) are also awarded using the ETEEAP.
This unique program uses equivalent competency standards, a comprehensive assessment system and combined assessment methodologies to assess the student’s experiences previous college level education and experience. Based upon this assessment, qualified students are awarded CLCs, which reduces the in-classroom time required for graduation. In the ETEEAP system, all subjects and credits or units that gained CLCs from the students’ credentials are considered complete. Only the remaining courses or subjects that did not have any equivalent in the evaluation process will be enrolled and should be completed in the traditional way. Other schools offer blended or online learning system to complete any requirement that was not awarded CLCs.
Some colleges in the United States as well as few other countries have adopted this system using different terminology and under different names but the same principles. However there is a slight difference in the US. One college that offers the same system under a different name requires that students must complete all classroom assigned “homeworks” in each subject prior to being given credit for any class or program, and all students are required to take comprehensive final exams in each subject for which they received a CLC award. Any courses for which the students were not awarded a CLC will be completed in the traditional way.
Early History of ETEEAP
During the infancy of this program in the Pre-Internet era, thousands of Filipino professionals who had been working in the different fields of expertise for many years all over the world were able to earn their bachelor’s degrees through semi-blended learning. Candidates initially had to attend to their classes on campus to complete the subjects that were not awarded CLCs. However, some of the deputized institutions had to send their professors to the countries where a number of students needed to enroll to the program as their employers won’t allow them to go back home to complete their requirements. The employers were willing to pay for all the expenses of sending the professors to where the students were than losing revenues in allowing their employees to take a few months’ leave to complete their academics requirements. Many of these students attended their graduation at the university along with other regular and fellow ETEEAP students later when they had the chance to go home on holidays.
With the advent of the Internet and the emergence of distance learning methods, software and systems, most ETEEAP-deputized colleges and universities offer the program online, so anyone can take their courses from anywhere in the world as long as they have a computer and access to the Internet.
Are there graduate programs offered through ETEEAP?
The ETEEAP was introduced to initially offer undergraduate programs (bachelors degree). But some deputized institutions applied to offer graduate programs with the Commission on Higher Education (CHED) and were granted.
One of these is the Baguio Central University (BCU). Besides the undergraduate and graduate programs that they offer in their traditional system, they also offer these in the ETEEAP through blended and online learning to complete the subjects that did not earn any CLCs.
Update:In December 2021, the Commission on Higher Education (CHEd) stopped deputizing HEI’s for graduate programs with the CMO#29-s2021.
In what ways ETEEAP is beneficial?
Along with millions at home, there are more than 10 million Filipinos working or/and migrants in almost all countries all over the world. Many of these were not able to complete their college or university degree while some have not completed their undergraduate requirements, but as they continue to gain experiences in the field of their employment and have to take up or about to be assigned to supervisory positions, the issue of academic qualifications started to come up. This requires them to go back to school or to take up additional training and courses to entitle them the needed credits that qualify them to higher job positions and promotions. Most countries and institutions require their employees to reach a certain academic level to be qualified in a job position. However the experiences they had gained in their workplace throughout the years weigh much more than the qualifications of new graduates on a piece of paper in their hands as their only credentials. This is the huge gap that needed to be filled up and the ETEEAP has been evolving to solve this problem. Thanks to all the institutions and people who continue to support this program. And many thanks to the Philippine government that spearheaded this system.

Kung may mga dokumento ng mga organisasyon at mga institution na kasapi kayo na doon ay may karanasan din kayo sa larangan o kasanayan na kung saan nais ninyong mag-enroll ay pwede rin ninyo itong isama.
Para sa pag-aaplay sa online, i-scan ninyo ang lahat ng dokumento na nabanggit na at ipadala ito sa email ng adminstrator ng HEI kung saan nais ninyong mag-enroll.
Kapag na-submit na ang mga nasabing mga dokumento ay isasailalim ang aplikante sa sumusunod:
– Pre-Interview/Pre-Assessment (Ito yung pagsusuri sa mga dokumentong isinumite ng aplikante.) – Schedule of Psychological Test (Bibigyan ng HEI ang aplikante ng tagubilin kung paano ito gagawin) – Panel Interview (Bibigyan ng HEI ang aplikante ng tagubilin kung paano ito gagawin)
Pagkatapos nito ang ETEEAP coordinator o sinumang inatasan niya ay magbibigay ng kasagutan sa aplikante kung ito ay kuwalipikado. Malalaman din ng aplikante kung ano ang mga asignatura/subjects at units/credits ang nabigyan ng CLC, at kung ano pa ang kailangan niyang i-enroll. Dito na rin niya malalaman kung magkano ang kailangan niyang bayaran.
Ang pag-eenroll sa ETEEAP sa karamihan ng mga HEI ay araw-araw kaya hindi kailangang sundan ng mga estudyante ang karaniwang timetable na ginagamit sa regular na mga klase. Ang pag-aaral ng mga estudyante ng ETEEAP ay tinatawag na asynchronous. Lahat ng mga asignatura at mga kahilingan (requirements) ay dadaluhan at tatapusin ng estudyante sa pamamagitan ng online learning na hindi kailangang sumabay sa iba pang mga estudyante.

Para sa mga nais mag-enroll ng Masters o Doctors degree, ang college o university kung saan nagtapos ang aplikante ng kanyang bachelors o masters degree na kasama sa isinumite niya ay kailangang magpadala ng kopya ng Official Transcript of Record (OTR) sa HEI kung saan mag-eenroll ang aplikante. Kapag ang school ay nag-abiso na sa aplikante na siya ay kuwalipikadong mag-enroll, ibibigay na rin sa kanya ang mga subject sa pinili niyang degree na hindi nabigyan ng Classroom Learning Credits (CLCs). Ito ang kinakailangan niyang i-enroll. Ipapaalam na rin sa kanya kung ano ang mga bayarin niya at kung paano niya babayaran ito. Bibigyan din siya ng karagdagang mga tagubilin kung ano pang mga hakbang ang kanyang gagawin upang makompleto ang kanyang pag-eenroll.
Fees and Costs:
Ang mga bayarin o fees ay malalaman lamang pagkatpaos ng evaluation ng mga isinumiteng mga dokumento ng aplikante. Walang tiyak na kasagutan ang katanungan ng karamihan na “Magkano?”. Ngunit pwedeng tantiyahin ito kung alam natin ang tuition per unit sa HEI at kung ilang unit ang pwedeng i-enroll sa isang semester ng mga regular na estudyante nila. Pagkatapos ay idagdag natin ang iba pang mga fee katulad ng enrollment at iba pang mga miscellaneous fee.
Para matantiya ang gagastusin ng isang estudyante ng ETEEAP hanggang sa matapos siya gamit ang impormasyon para sa regular ng mga estudyante, karamihan sa mga kumukuha ng bachelors degree ay natatapos nila ito sa isa hanggang dalawang semester. Ang mga kumukuha naman ng Masters dergree ay natatapos sa dalawa hanggang tatlong semester. Kadalasan na hindi isang bayaran ang buong semester kundi nahahati ito sa tatlo o apat na bayaran. Ngunit may mga school na nagbibigay ng discount sa mga nagbabayad nang minsanan.
Sa mga online na transaction ay ipapadala ang bayad sa pamamagitan ng bank transfer o iba pang online na paraan.

Confirmation of Enrollment:
Kapag natanggap na ng school ang unang bayad, mapapadala ng email ito sa aplikante kasama na ang official receipt. Ipapaalam din sa kanila na hintayin nila ang imbitasyon ng kanilang mga propesor na mag-join sa kanilang online class.
Start of Classes:
Ang mga klase sa ETEEAP ay hindi katulad ng traditional na sistema na ginagamit ng mga regular na mga estudyante. Ang pag-aaral dito ay tinatawag na asynchronous. Nangangahulgan ito na kung mas marami ang panahon ang isang estudyante na tapusin ang mga homework at iba pang requirement niya ay mas maaga siyang grumaduate.
Mode of Lesson Delivery:
Karamihan sa mga deputized HEI ay online ang transaction lalo na ngayong Covid-19 Pandemic. Gumagamit sila nga ibat-ibang online learning tools na madaling mahanap sa Internet. Ang iba naman ay gumawa na rin ng sariling mga online teaching tools. Dahil dito ay madali na lang mag-aral ang mga estudyante. Ang kailangan lang ay isang computer at connection sa Interent.

Sino ang pwedeng mag-apply at mag-enroll sa ETEEAP?
Narito ang ilang halimbawa ng mga trabaho ng mga Pilipino na pwedeng gamitin sa pag-apply sa ETEEAP. Pero bago yan ay ito muna ang mga pinakapangunahing requirement.
Ang edad ng mga pwedeng mag-apply dito ay 23 o pataas. Ang age requirement na ito ay nag-umpisa noong inilunsad ang K-12 system sa Pilipinas bilang pagsunod sa International Education Standard.
Nakapagtapos ng high school sa old curriculum, ALS, o K-12. Kailangan ninyong tingnan ang inyong TOR sa remarks sa ibaba kung ang nakalagay ay “Eligible for Tertiary Education” o “Eligible for College“. Kung ang makikita doon ay “Eligible for SHS” o Eligible for Senior High School” ay hindi pa pwede. Kailangan munang mag-senior high school.
Minimum aggregate of five years work experience locally and/or abroad. Aggregate means kahit hindi tuloy-tuloy o magkakaibang kompanya basta parehong field o specialization.
Filipino citizen. (Kung nagpalit ng citizenship ay disqualified).
Importanteng isaalang-alang at non-negotiable: Hindi pwedeng mag-enroll sa degree na hindi konektado sa trabahong ina-apply sa ETEEAP. Hindi rin pwedeng ang gusto ninyong degree ang inyong applyan kundi yung konektado sa inyong work experience. Kung may natapos na ibang degree, o nakapag-enroll noon na hindi natapos, ngunit hindi konektado o related sa trabaho ay hindi pa rin pwedeng ito ang itutuloy na i-enroll sa ETEEAP. Magagamit lang ang ilang mga unit na natapos sa final na transcript ng aplikante kapag gagraduate na.
Kailangang documented ang mga work experience. (Pakisuyong ituloy ang pagbabasa para maintindihan ito.)
Balik tayo sa mga trabahong pwedeng magamit sa pag-enroll sa ETEEAP.
Factory worker ng limang taon o mahigit pa, lalo na kung ikaw ay naging supervisor na.
Security guard ng limang taon o mahigit pa, lalo na kung ikaw ay naging supervisor na.
Nursing aid ng limang taon o mahigit pa at na-promote na rin.
Nagtrabaho sa restaurant o hotel ng limang taon o mahigit pa at na-promote na rin.
Nagtrabaho sa technical department ng isang kompanya ng limang taon o mahigit at na-promote pa.
May sariling negsoyo ng limang taon o mahigit pa at naging matagumpay ito. Kailangan ang testimonya ng mga naging cliente o customer.
Nagturo ng limang taon o mahigit pa ngunit hindi naman teacher, at hindi rin nakatapos ng anumang degree.
Supervisor sa kanyang trabaho ng lima o mahigit pang taon ngunit wala pang natapos na degree sa kolehiyo.
Nagtrabaho sa BPO ng limang taon o higit pa ngunit hindi nakatapos ng degree.
Construction worker ng limang taon o mahigit pa at maraming ibat-ibang gawain ang nasubukan na niya sa maraming taon.
Undergraduate ng anumang degree at nagtrabaho ng limang taon o mahigit pa.
Isang nanay na may sariling negosyo ng mahigit limang taon at matagumpay na napangasiwaan niya ito. Kailangan lang ang testimonya ng tatlo o mahigit pang cliente, customer o supplier.
Freelancer na may mga customer, cliente o supplier na magpapatunay ng kanyang kakayahan at kagalingan.
Kung kayo ay may sariling negosyo, pwedeng magpagawa ng certificate mula sa tatlo o mahigit pang cliente o customer ninyo.
Mga organisasyon na sinalihan ninyo. May atas ba kayong ginampanan doon na pwedeng igawan ng certificate ng inyong mga leader?
Kayo ba ay aktibo sa inyong simbahan? Anong mga atas ninyo ang pwedeng magawan ng certificate?
May mga seminar at training ba kayong nadaluhan o napagdaanan?
May mga proyekto ba kayong nagawa?
May mga short course ba kayong natapos?
Kayo ba ay nagkaroon ng mga award, tropeo o medalya sa isang larangan? May certificate din ba ito o larawan na pwede ninyong isama sa inyong mga credential.
Doon naman sa may natapos nang bachelors at masters degree ay pwedeng mag-enroll para kumuha ng masters o doctors degree sa mga HEI na nag-aalok nito.

Philippines lowest in reading comprehension among 79 countries

MANILA, Philippines — Among 79 participating countries and economies, the Philippines scored the lowest in reading comprehension in the 2018 Programme for International Student Assessment (PISA), according to the results released Tuesday.
PISA is a worldwide study by the Organisation for Economic Co-operation and Development that examines students’ knowledge in reading, mathematics, and science.
Reading was the main subject assessed among 15-year old students in the 2018 PISA. The Philippines had an average reading score of 340, more than 200 points below China (555) and more than 100 points less than the OECD average (487).
In the Philippines, boys’ and girls’ performances in reading both ranked lowest among PISA-participating countries.
“Reading proficiency is essential for a wide variety of human activities – from following instructions in a manual; to finding out the who, what, when, where, and why of an event; to communicating with others for a specific purpose or transaction,” the summary of the PISA 2018 results reads.
The Philippines also placed the second-lowest in mathematics (353), along with Panama, and science (357). Only the Dominican Republic scored lower in these categories.
China also led the ranking in mathematics and science. The OECD average for mathematics is 489 and the average for science is 483.
“Results from PISA indicate the quality and equity of learning outcomes attained around the world, and allow educators and policymakers to learn from the policies and practices applied in other countries,” a post on the OECD website reads.
According to the PISA 2018 profile of the Philippines, socio-economic status accounts for 18% of the variance in reading performance in the country, compared to the OECD average of 12%.
The country has the largest percentage of low performers in reading among socio-economically disadvantaged students.
The profile noted that average class sizes of 15-year olds in the Philippines are the largest, and the ratio of students to teaching staff in socio-economically disadvantaged schools is the highest.
The Philippines also had the highest percentage of students reporting being bullied at least a few times a month.

Additional advise is to compile all your documents in the proper order as described on this link. An then save them into a properly labeled folder and zip the folder before sending to the schools.
If magsusubmit ba ko ng requirements, need ba physical na pupunta sa school or can I send it via email/online? – Depende yan sa school. Karamihang schools ay ipapadala sa email ang mga document. If physical kong isusubmit requirements, kelangan ba original lahat? Kasi if yes, di na ko makakapagtry sa ibang school. Okay sana kung pwede photocopies lang. – Hindi dapat hingin ng mga school ang mga original document. Ipapakita lang yan kapag face-to-face (o sa virual) na interview na. Hindi sasagutin ng school ang document ninyong nawala sa poder nila. At kahit pananagutan pa nila yan, napakahirap kumuha uli ng kapalit.
I have one COE lang which is from my current employer and I’ve been with them for 6 years. Is that okay po? – Yes. As long 5 years or more work experience, it is enough. Mas may advantage kung may iba pa dahil may additional points every additional year ng work experiences. Ang mga training, seminar at iba pang learning certificates ay nabibigyan din ng points sa evaluation para makompleto yung 50 or 60 points requirement na matangap sa ETEEAP.
Yung mga nag-ooffer po ng assistance for enrollment and nanghihingi ng payment agad, legit po ba sila? – Walang initial payment na hinihingi ang mga school kapag nag-submit ng application for evaluation. Kapag approved na ay saka sila magpapadala ng evaluation form at nandoon na rin ang mga babayaran ng aplikante.
Face to face o inperson (F2F or IP) learning – Pupunta ang estudyante sa school at doon mismo mag-aral kasabay ng iba pang mga estudyante. Ito ay tinatawag na SYNCHRONOUS LEARNING.
Online Learning – Hindi pupunta sa school ang estudyante ngunit mag-aaral din ito kasabay ng iba sa pamamagitan ng mga online learning tools tulad ng Zoom, Google Meet at Clasroom, Messenger at iba pang virtual conference tools. Synchronous learning din ito.
Modular Learning – Hindi pupunta sa school o sa online ang estudyante kundi matatanggap niya ang mga lesson niya sa door to door delivery, email o sa school portal at gagawin niya sa sariling schedule ang pag-aaral saka niya i-submit ang mga assignment niya sa pareho ding paraan ng pag-deliver sa kanya. Ito ay tinatawag na ASYNCHRONOUS LEARNING.
Hybrid Learning – Ito ay anumang combination ng number F2F learning, online learning, at modular learning. Mayroong hybrid online-modular (HOM) at hybrid inperson-modular (HIM) o hybrid face-to-face and modular.
SYNCHRONOUS LEARNING – Sabay-sabay na mag-aral ang mga estudyante sa loob ng classroom o iba pang bahagi ng school campus, o sa pamamagitan ng mga virtual conference tools tulad ng Zoom, Google Meet, at Messenger.
ASYNCHRONOUS LEARNING – Hindi sabay-sabay ang pag-aaral at tatapusin ng estudyante ang mga assignment niya sa module na ipapadala sa kanya, sa pag log-in sa school portal o LMS, o sa Google Classroom ng school.
