Brief Introduction

DMMMSU is a state university located in the beautiful coastal province of La Union in Northern Philippines. As you travel northward, the South China Sea beaches, which is part of the Lingayen Gulf, is accessible just a few minutes on your left. In some areas you can see the beautiful sceneries of the sea right inside your car.

Don Mariano Marcos Memorial State University (DMMMSU), or DMMMSU to the locals, is one of the state universities in the Philippines, and it is also one of the deputized higher education institutions of the Philippine’s Commission on Higher Education (CHEd) to deliver the some of their programs through the Expanded Tertiary Education Accreditation Program (ETEEAP). They have three strategically located campuses. For more information about the university, you may visit their official website here. As for their ETEEAP, please read on as we have exciting features of their system that you will be delighted to know.

They have no dedicated page for their ETEEAP on their website, but with the permission of the administrator of the department, we are providing our visitors here a complete information.

Basic Qualification of the Candidate

  1. Candidates must posses a high school diploma of the PEPT placement equivalent to first year College.
  2. Candidates must have been employed for at least five (5) years in the industry related to the area of specialization being applied for in the program.
  3. Candidates must be at least 23 years old. They must present a birth certificate to support the claim.
  4. Candidates must be proficient in the area of specialization being applied for.
  5. Ability of a candidate to submit an accomplished ETEEAP Application Form. The ETEEAP application form is a package of information intended for the DMMMSU faculty and staff to determine whether the applicants is eligible or not for the the program.

DMMMSU ADMISSION PROCEDURE

A. PRELIMINARY PHASE

1) Applicant secures ETEEAP Application form from the ETEEAP Coordinator of DMMMSU-MLUC College
of Technology. Coordinator briefs and orients applicant/s.

2) Applicant submits duly accomplished ETEEAP Application with the following supporting documents (2
copies each; one original and one authenticated):

  • Form I37-A/PEPT Equivalent/OTR
  • Birth Certificate/Affidavit of Birth/ Court Order
  • Certificate of Employment with Job Description. If self-employed, business permit.
  • Barangay Clearance
  • Proficieny Certificate issued by government regulatory board (i.e. pRC, TESDA, CaC) and/or Iicenced practitioner in the field.
  • Seminars, Trainings and Certificates
  • Soft & digital copy of ETEEAP Application
  • 2×2 picture
  • Curriculum Vitae (with job description every position)

3) ETEEAP Coordinator, in coordination with the College Dean pre-assesses the documents submitted.

4) If qualified, the applicant undergoes personality assessment (written and oral). If not qualified,
applicant is advised accordingly.

B. FORMAL EVALUATION

  1. Panel of Assessors convenes to conduct documentary assessment.
  2. Based on the evaluation of the Panel of Assessors, the Panel convenes to conduct skills and competency assessment.
    2.1 Written test or validating oral examination.
    2.2 Skills demonstration.
    2.3 Worksite visitation.
  3. If the evaluation of the Panel of Experts is satisfactory, the candidate enrolls in the required ETEEAP Courses and instructions will be provided by the assigned professors.
  4. After completion of all requirements on enrolled courses, ETEEAP coordinator submits evaluation results of successful candidates to the Campus ETEEAP Advisory Board for endorsement to the University ETEEAP Advisory Board. Names of successful candidates will be included in the list of graduating students for deliberation in the University Academic Council meeting.
  5. DMMMSU awards the degree to successful candidates.

Sample Student Enrollment Process

Part of our testimony section is the process of how students communicated with the DHEI, submitted requirements, evaluated and enrolled.

Here is one example. After submission of required documents, the school returned this three-page evaluation to the student. The time spent from the initial contact to the enrollment and start of classes when student received the learning modules took a month. The names of school and student were not revealed here, but these is a real incident or case.

Important note on the above: The candidate student’s work permit indicated that he had a total of 5 years working in the capacity or degree on which the school’s evaluation team approved and recommended to the student to enroll under the ETEEAP. One of the years was not indicated above but was cleared between the exchange of communication between the student and school. Thus the enrollment was approved. The student preferred a different major but the evaluation team recommended the one appropriate and relevant to the applicant’s work experiences.

After school’s evaluation of the submitted documents, the school returned their recommendation as to what degree is most fitted to the candidate’s work experiences and other relevant informal trainings and prior learning.

Final Evaluation and Assessment

The following form indicates the courses/subjects that the candidate still needs to enroll to complete his bachelors degree. In this particular case, the student was required to pay 300.00 pesos for each learning module, which amounted to 3,000.00 pesos. This amount was not included in the assessment slip above.


Enrolled Subjects (Certificate of Registration/Enrollment)

Lesson Delivery and Learning Procedure

The modules were sent to the student through digital transmission. The student prints the modules, answer the problems then scan the documents and email them back to the assigned professor/instructor. Once the modules are accomplished, graded and none of them failed, the student can apply for graduation. Completion of all learning modules will be 6 months or less.

Graduation

Students can request approval for graduation after all the requirements, lessons and fees are completed. They can also arrange to attend the graduation together with other graduates. There will be no distinction between the regular and ETEEAP students during graduation. All are treated the same, along with all benefits. If they decide to use their credentials to apply for another degree (Ex. a Masters), these will be treated the way a regular student’s is. There should not be any discrimination between a regular and ETEEAP student.

That is the whole essence of ETEEAP. To provide secular degrees to deserving Filipinos who failed to complete their tertiary education because of circumstances beyond their control.
