DHEIs Offering Bachelor of Science in Criminology under ETEEAP
Pangasinan State University (PSU)
One of the largest state university in the country with eight campuses scattered in strategic locations in the province of Pangasinan. Since it is a state university, it is also one of the cheapest (if not the cheapest) of all schools that offer Bachelor of Science in Criminology (BSCrim) in the whole country under the ETEEAP.
Pangasinan is also the home of the ETEEAP founder, former president Fidel V. Ramos, who was also a decorated military officer. It is also the home of several military, police officers and law enforcers who made a record for themselves in their respective fields. It is therefore appropriate that their state university offers this specialized degree.
One of the pioneers among ETEEAP DHEIs during the program’s infancy, and has a track record of unblemished implementation of the program. One of their advertisements years ago said, “We produce leaders” and they lived up to it as a number of its graduates pursued their careers in the military and police force and some retired as generals.
Another pioneer DHEI in the ETEEAP field. UC-BCF also has a track record of producing top-caliber graduates in its different programs, with equally unblemished implementation of ETEEAP. Prepare a detailed resume or CV along with a cover letter of intent which includes the program of your interest.
Prepare a Detailed Functions and Responsibilities (DFR) or Service Record to be signed by your current employer. (See sample DFR in this link)
Prepare a Detailed Functions and Responsibilities (DFRs) or Service Records to be signed by your previous employers (If available).
Prepare copies of employment certificates (COE) of current and previous employers pertaining to number 3 and 4. (See sample COE in this link)

Prepare all the other documents (NSO provided birth certificate, Diploma and transcripts of records of your completed education, etc).
Prepare all certificates of training, seminars and awards that you have acquired.

When you fill out your application/enrollment, please specify which offered program or degree you are interested to enroll in. After evaluation, the PSU ETEEAP administrators will send their reply to you informing you as to which of the courses/subjects and units/credits are covered by your credentials, and the subjects you still need to enroll along with the cost. ETEEAP enrollment is daily which means you will not follow a specific time frame. All subjects and requirements will be covered and completed through online learning modules.

Residency Period
Individuals enrolled under the Program is required to have minimum residency of six (6) months. This means that even if your enrolled subjects are completed in less than 6 months, you can not apply for graduation, even if you have complied with all the requirements.
You will be provided additional instructions when your pre-evaluation is completed.
Important information and requirement after evaluation:
One of the requirements is for the college or university where you completed the units/credits that you submitted (if you did and where applicable) along with your other credentials to verify this by sending a copy of your Official Transcript of Record (OTR) directly to PSU, along with comments about your status.

Ang ETEEAP ay acronym para sa Expanded Tertiary Education Equivalency and Accreditation Program. Ito ay isang alternatibong programa ng edukasyon sa Pilipinas na nagbibigay ng pagkakataon sa mga Pilipinong nagtatrabaho o naghahanapbuhay na ngunit hindi pa nakapagtapos, o hindi man lang nakapag-umpisa, sa kolehiyo sa ibat-ibang kadahilanan na magpatuloy ng kanilang pag-aaral at makatapos ng kurso sa kolehiyo habang naghahanapbuhay. Ang pag-abot nila ng kanilang kahilingan para makatapos ay hindi sa tradisyunal na paraan kundi may inilaan na natatanging sistema na sadyang inihanda para sa kanila.
Sa programa at sistemang ito, ang mga nagtatrabahong empleyado o kaya yung mga may sariling negosyo na may karanasan at kasanayan sa mga ito sa loob ng lima o higit pang taon ay pwedeng magamit na kapalit ng unit o credit ng mga asignatura o subject sa kolehiyo. Sinusuri ng ETEAAP ang mga kasanayan at karanasan sa trabaho o hanapbuhay ng isang aplikante at bibigyan nila ito ng katumbas na credit o unit para doon sa mga asignatura ng bachelors degree, o ang katumbas nito, na nais tapusin ng estudyante. Habang mas marami ang kasanayan, karanasan, mga hindi-pormal na pagsasanay, seminar at mga training na pinagdaanan at nakamit ng isang aplikante sa kanyang hanapbuhay o trabaho, mas maraming credit ang makukuha niya na ibabawas sa mga kahilingan o requirements sa kanyang mga asignatura (subjects). Sa ganitong paraan kaunti na lang na subject ang kailangang i-enroll ng estudyante para makapagtapos siya sa kolehiyo at matatapos niya nang maaga ang kanyang college o university degree.
Ito ba ay Legitimate o Legal?
Oo, ito ay lehitimo at legal. Ang ETEEAP ay inilunsad sa pamamagitan ng Executive Order Number 330 (EO#330) na nilagdaan mismo ng Pangulong Fidel V. Ramos sa kanyang administrasyon noong Mayo 10, 1996. Ito ay pinangangasiwaan at ipinapatupad ng Philippine Commission on Higher Education (CHED) sa pamamagitan ng mga tinatawag na Deputized Colleges and Universities o Deputized Higher Education Institutions(DHEI) na nag-aalok ng kani-kanilang programa. Ang mga ito ay naaprubahan ng CHED na maging agent ng ETEEAP, at naging bahagi na ng programa nila ang sistemang ito. Ang mga estudyante nila na magtatapos sa pamamagitan ng ETEEAP ay hindi itinuturing na iba kundi sila din ay katulad ng mga estudyanteng nagtapos sa regular o standard na programa at sistema nila.
Sa kasalukuyan ay sa mga Pilipino lang ito inaalok, nasa Pilipinas man sila o nasa ibang bansa bilang immigrant o OFW. Bagaman hindi pa tumatanggap ang ETEEAP ng hindi Pilipino, may mga ilang kolehiyo sa Estados Unidos ng America na nag-aalok din ng katulad na programa. At ito ay bukas para sa lahat ng nationality. Ang kanilang curriculum ay nakasalig sa kung ano ang sistema ng estado (state) na kinaroroonan ng mga eskuwelahan na ito.
Ano Ang Sistema Nito?
Ang mga estudyante na kaka-graduate lang ng high school at gustong kumuha ng isang bachelors degree (undergraduate program) mula sa isang college o university ay kinakailangang dumaan sa normal na proseso ng pag-aaral. Kadalasan ay natatapos ang isang bachelors degree mula apat hanggang limang taon depende sa degree at sa kung ilang units o credits ang natatapos nila tuwing semester. Sa regular na proseso ay may limitadong bilang ng unit na pwedeng i-enroll ng isang estudyante at hindi maaaring humigit dito kahit pa kaya ito ng estudyante. Sa mga university na may full online program ay ganoon din. At may limitado din na bilang ng araw para sa isang semester bago payagan na mag-enroll sa susunod. Halimbawa, isang full-online university ang nagpapahintulot ng isa hanggang walong subject lang sa isang semester, na ito ay katumbas ng 3 hanggang 25 na unit. Ang haba ng isang semester ay 98 na araw at ang pinaka-maikling bilang ng araw ay 50 (tinatawag nilang minimum residency) bago payagan na mag-enroll para sa susunod na semester. Ito ay kahit pa natapos ng estudyante ang lahat ng mga kahilingan o requirement nang mas maaga rito.
Sa ETEEAP ay pareho din ang sistema. Ang mga deputized na eskuwelahan ay sumusunod din sa standard na bilang ng subject at unit sa bawat semester. Ano ang pagkakaiba? Ang edad ng isa na pwedeng matanggap sa ETEEAP ay 23 o pataas. At bago mag-enroll ang isang estudyante sa ETEEAP ay kailangan muna niyang mag-submit ng lahat ng katibayan ng kanyang nakamit na kagalingan o acquired skills habang siya ay nagtatrabaho. Ang mga ito ay dapat na suportado ng mga dokumento katulad ng employment certificate at detalyadong mga tungkulin at atas ng aplikante sa kanyang trabaho na nilagdaan o certified ng kanyang amo. Kung may mga seminar at mga training na nadaluhan at napagdaanan niya ay pwede rin niyang i-submit ang mga ito. Ang lahat ng ito ay maaaring mabigyan ng katumbas na credit o unit. Miyentras mas marami ang karanasan, kasanayan at mga hindi pormal na mga pag-aaral, training, seminar at mga nakamit na mga award sa ibat-ibang larangan ang isang aplikante, mas marami ang nababawas na mga unit at subject na kinakailangan niyang i-enroll. Kadalasan ay mas mahigit ito sa kalahati ng kinakailangang i-enroll ng isang bagong graduate na estduyante sa high school o regular na programa. Dahil dito ang mga estudyante ng ETEEAP ay maaaring nakakapagtapos ng kanilang bachelors degree mula 6 hanggang 18 buwan lamang, at ang Masters Degree ay 12 hanggang 18 na buwan.
Ang tawag sa ibinibigay na credit sa mga estudyante ng ETEEAP ay Classroom Learning Credits(CLC). Ano ang pwedeng i-submit ng isang estudyante na maaaring mabigyan ng CLC? Ito ang ilang mga halimbawa:
Certificate of Employment sa inyong kasalukuyang trabaho.
Detalyadong atas o function ninyo sa inyong trabaho. Ito ay tinatawag ding Detailed Functions and Responsibilities (DFR)
Certificate of Employment sa inyong nakaraang trabaho.
DFR sa inyong nakaraang trabaho.
Kung kayo ay may sariling negosyo, pwedeng magpagawa ng certificate mula sa tatlo o mahigit pang cliente o customer ninyo.
Mga organisasyon na sinalihan ninyo. May atas ba kayong ginampanan doon na pwedeng igawan ng certificate ng inyong mga leader?
Kayo ba ay aktibo sa inyong simbahan? Anong mga atas ninyo ang pwedeng magawan ng certificate?
May mga seminar at training ba kayong nadaluhan o napagdaanan?
May mga proyekto ba kayong nagawa?
May mga short course ba kayong natapos?
Kayo ba ay nagkaroon ng mga award, tropeo o medalya sa isang larangan? May certificate din ba ito o larawan na pwede ninyong isama sa inyong mga credential.
Ang mga nasa listahan ang ilan lamang sa mga pwedeng i-submit sa mga ETEEAP-deputized college o university na posibleng mabigyan ng CLC.
Sino ang Mga Nakinabang na sa ETEEAP?
Noong inilunsad ito noong 1996 ay maraming Pilipino ang kaagad na nag-enroll dito. Maraming OFW noon ang nais makatapos ng pag-aaral dahil matagal na sila sa abroad at naging bihasa na sila sa kanilang mga trabaho at larangan. Ngunit dahil sa walang Internet noon ay kinailangan nilang umuwi sa Pilipinas para tapusin ang kakulangan sa kanilang mga requirement na hindi nabigyan ng CLC.
Ngunit may ilan sa mga amo na hindi pinayagan ang kanilang mga empleyado na umuwi ngunit nagmungkahi sila na kung pwedeng ipadala ng college o university ang kanilang mga propesor doon sa lugar mismo ng trabaho ng mga estudyante. Gagastusan ng mga kompanya ang pagpapadala ng mga propesor. Ito ay pinayagan ng ilang mga unibersidad at nakatapos din ang mga estudyante. Saka na lang sila nag-martsa para sa kanilang graduation kasama ang iba pang mga estudyante ng unibersidad nang sila ay makauwi sa kanilang bakasyon.
Sa pagdating ng Internet at paglago ng sistema ng edukasyon sa buong mundo kasama na ang paglitaw ng mga online na sistema ng pag-aaral, karamihan na sa mga ETEEAP-deputized na mga unibersidad ang nag-aalok ng kanilang programa sa pamamagitan ng online asynchronous learning (OAL). Ito ay lalong naging kapaki-pakinabang ngayong panahon ng Covid-19 pandemic. Tama din naman ito sapagkat karamihang estudyante sa ETEEAP ay nasa ibat-ibang bansa at sa ibat-ibang panig ng Pilipinas, maliban sa sila rin ay nagtatrabaho o naghahanapbuhay.
Nag-aalok din ba ang ETEEAP ng mga graduate program?
Ang ETEEAP ay inilunsad pangunahin na para sa mga Pilipino na wala pang college degree kaya karamihan noong una ay mga undergraduate program (bachelors degree) lang ang inaalok. Ngunit ang ilang deputized na agent institution ang nag-apply sa Commission on Higher Education (CHED) na mag-alok ng mga graduate program at ito naman ay pinayagan.
Ang isa sa mga ito ay ang Baguio Central University (BCU) na naka-feature sa website na ito. Maliban sa mga undergraduate at graduate program na inaalok nila sa traditional system, inaalok din nila ito sa ETEEAP gamit ang blended at online learning para makompleto ng mga estudyante ang mga unit o credit na hindi nabigyan ng CLC.
Paano nakinabang ang marami sa ETEEAP?
Mahigit 10 million na Pilipino ang nagtatrabaho sa halos lahat ng mga bansa sa buong daigdig. Marami sa mga ito ang hindi nakatapos ng kanilang pag-aaral sa kolehiyo o unibersidad, at ang iba naman ay nakatapos ngunit dahil sa nagtagal na sila sa kanilang trabaho ay kinakilangan nilang ma-promote dito. Ngunit ang academic qualification ang nagiging hadlang sa promotion nila. Dito na dumarating ang pagkakataon na kinakailangan nilang bumalik muna sa unibersidad para kumuha ng karagdagang mga qualification katulad ng Masters Degree. Dahil kung hindi nila ito makamit, maaaring ang mga mas batang aplikante na bagaman walang masyadong karanasan ngunit may mas mataas na level ng edukasyon ang tatanggapin, lalo na at ang ilang mga bansa kasama na ang Pilipinas ay pangunahing kahilingan ang education background para maging kuwalipikado sa isang posisyon.
Gayun pa man, ang mga karanasan at kasanayan ng isa sa kanyang trabaho sa maraming taon ay mas matimbang kaysa sa isang bagong graduate na tanging isang piraso lang ng papel at mga taon na ginugol niya sa loob ng klase ang kanyang hawak bilang ebedensiya ng kanyang kakayahan. Ito ang napakalaking agwat, bangin o gap na kailangang mabigyan ng tulay, at nagpapasalamat tayo sa paglulunsad ng gobyerno ng Pilipinas sa ETEEAP na siyang lumutas ng problemang ito. Maraming salamat dito at sa lahat ng mga college at university na patuloy na sumusuporta. Kasama na rin dito ang mga administrator ng mga eskuwelahang ito sa pinasasalamatan natin.

Basic Qualification of the Candidate
Candidates must posses a high school diploma of the PEPT placement equivalent to first year College.
Candidates must have been employed for at least five (5) years in the industry related to the area of specialization being applied for in the program.
Candidates must be at least 23 years old. They must present a birth certificate to support the claim.
Candidates must be proficient in the area of specialization being applied for.
Ability of a candidate to submit an accomplished ETEEAP Application Form. The ETEEAP application form is a package of information intended for the DMMMSU faculty and staff to determine whether the applicants is eligible or not for the the program.
DMMMSU ADMISSION PROCEDURE
A. PRELIMINARY PHASE
1) Applicant secures ETEEAP Application form from the ETEEAP Coordinator of DMMMSU-MLUC College of Technology. Coordinator briefs and orients applicant/s.
2) Applicant submits duly accomplished ETEEAP Application with the following supporting documents (2 copies each; one original and one authenticated):
Form I37-A/PEPT Equivalent/OTR
Birth Certificate/Affidavit of Birth/ Court Order
Certificate of Employment with Job Description. If self-employed, business permit.
Barangay Clearance
Proficieny Certificate issued by government regulatory board (i.e. pRC, TESDA, CaC) and/or Iicenced practitioner in the field.
Seminars, Trainings and Certificates
Soft & digital copy of ETEEAP Application

3) ETEEAP Coordinator, in coordination with the College Dean pre-assesses the documents submitted.
4) If qualified, the applicant undergoes personality assessment (written and oral). If not qualified, applicant is advised accordingly.
B. FORMAL EVALUATION
Panel of Assessors convenes to conduct documentary assessment.
Based on the evaluation of the Panel of Assessors, the Panel convenes to conduct skills and competency assessment. 2.1 Written test or validating oral examination. 2.2 Skills demonstration. 2.3 Worksite visitation.
If the evaluation of the Panel of Experts is satisfactory, the candidate enrolls in the required ETEEAP Courses and instructions will be provided by the assigned professors.
After completion of all requirements on enrolled courses, ETEEAP coordinator submits evaluation results of successful candidates to the Campus ETEEAP Advisory Board for endorsement to the University ETEEAP Advisory Board. Names of successful candidates will be included in the list of graduating students for deliberation in the University Academic Council meeting.

One of their advertisements years ago said, “We produce leaders” and they lived up to it as a number of its graduates pursued their careers in the military and police force and some retired as generals.
