Year: 2025
Cost Comparison
- Graduation fee: 5,000.00 – 10,000.00
- Enrollment fee: 1,000.00 per semester = 8,000.00
- Laboratory fees: 5,000.00 per semester
- Miscellanous fees: 1,000.00 per semester = 8,000.00
- Board and lodging (Or transportation) allowance: 5,000.00 per month x 4 months x 8 semesters = 160,000.00
Total rough estimate for regular program: 466,000.00
Private Universities and Colleges
- ETEEAP Evaluation fee: 25,000.00
- Enrollment fee: Ilagay natin na 2 semesters – 2,000.00
- Miscellaneous fees: Ilagay din natin na 2 semesters – 2,000.00
- Learning materials fee: 5,000.00
- Graduation fee: 5,000.00 – 10,000.00
Rough estimate for private schools ETEEAP candidates: 76,000.00 – 96,000.00
State Universities and Colleges
- ETEEAP Evaluation and Accreditation fees: 12,000.00
- Assessment fee: free
- Enrollment fee: free
- Modules and learning materials: 2,400.00
- Worksite visit fee: 2,000.00 – 4,000.00
- Graduation fee: Including OTR, records, diploma, etc. – 4,000.00
Rough estimate for state university ETEEAP candidates: 26,400.00 – 34,900.00

PSU Education Portfolio Preparation, Printing and Shipping Assistance
We are delighted to announce that we made an arrangement with the focal persons of PSU Asingan and Bayambang Campuses to provide assistance to those working as teachers in different fields who wish to enroll in their education programs under the ETEEAP. The submission of credentials and evaluation procedure system is different from the other offered programs such as the Bachelor of Industrial Technology and Bachelor of Technical and Livelihood Education-BTLE which needs to be in a separate page to avoid confusion.
This particular procedure applies only to new applicants in the education programs at PSU’s for Bachelor of Secondary Education (BSED) and Bachelor of Elementary Education (BEED).
For those who wish to apply for evaluation in the different fields under the Bachelor of Industrial Technology (BIT) and Bachelor of Technical and Livelihood Education-BTLE, please click or tap on the link below:
For the BSED and BEED applicants, you may initially submit the electronic copies of your credentials for pre-evaluation only.
The said arrangement has advantage and can help you in the following aspects:
- Saves time in printing your documents at the initial stage of your application.
- Protects your original documents from getting lost as you don’t need to submit them at this stage. You will only be required to submit them if you pass the pre-evaluation.
- Saves money and time on notarization of your documents. PSU requires notarization of a few documents only, and only when the applicant passed the pre-evaluation.
- Assurance that all required documents are submitted, and you are given proper advice on what to submit as well as those you still need to submit.
- Eliminates submission of hard copies of your documents at the initial stage of your application as you will only send the soft or electronic copies.
Before you move on, please read the following:
Accountability release and Disclaimer:
First, we are not part of any of the campuses of PSU. These services are our own project that we are extending to those who need additional assistance (on top of the free information we are providing on this site) in applying for the above-mentioned program. Although PSU allowed us to come up with these services, they are not in any way partner with us and we want to clear them of any responsibility from issues arising from any arrangement we come up with our clients.
Second, this does not guarantee your automatic enrollment with PSU, nor will entitle you advantage over other applicants. This is just one process of your application, and the rest of the procedure still depends on you.
Third, these services are for applicants at the Asingan and Bayambang campuses only. We have not made any similar arrangement with other campuses yet.
Now let’s go back to the services that we are offering.
Procedure and Agreement
Phase one of your application:
- A fee of PHP 1,500.00 is required for these services. This is paid upon confirmation that you want to avail of our services. This fee covers organizing the documents that you will submit for evaluation.
- After payment, please send the confirmation slip to this email address below stating that it is for pre-evaluation assistance fee for education program.
psu@eteeap.org - We will create a Google Drive folder which we will share with your Gmail account (Please create if you still don’t have one).
- All the electronic copies of your documents should be uploaded to the shared Google Drive folder (scanned in clear PDF or jpeg output; intent letter, CV and filled out application form should be in PDF). If you need samples of some documents and the editable application form, you can find them on the page in this link: https://eteeap.org/sampledocs

- Fill out the Applicant Declaration Form-Phase One below to signify your acceptance and agreement with the terms and conditions of these services. You will also find the instruction on how you will pay the service fee in that form.
- Please do a re-check if your work experience or background is properly aligned to PSU’s education program under the ETEEAP. If you realize that this is not the case after your payment has been made and you request for a refund, we will only send 50% back to you within 3 days from the date of your payment. Beyond that, your application will be added to the dormant applicants who are allowed to request for re-evaluation without any additional fees within one year. After one year, the payment will be forfeited. This is to ensure that you really understood the whole system before you process your application.
- If your experience is aligned with PSU’s program and after payment you decide not to continue for any reason, we will not refund but your application will be put on hold or pending until you are ready to continue. After one year, the fee will be forfeited.
- Either you pass or fail the pre-evaluation, we (or PSU) will inform you.
Please note, however, that we cannot control and cannot provide timeline on how long the pre-evaluation will take, as this is dependent on the current activities of the school. It may take between three weeks and three months to know the result. In some cases, it may take even longer, on which we encourage you to be patient.
–
Here are the conditions on either scenario:
(a) If you pass the pre-evaluation, you will be informed by either PSU or us and further instructions will be provided on the next step you need to take at your end to complete your enrollment.
(b) If you fail the pre-evaluation, we will advice you if you only need to submit additional requirements and help you how to avail of them to achieve the required score you need without additional fees.– - If at this time you fail because you lacked significant amount of the requirements but eventually want to apply for re-evaluation after securing additional credentials, we will accommodate you and you will only be required to pay 50% of the above-described fees, or whatever additional agreement we can come up with.
- If you pass the pre-evaluation and you want to continue, you will be moving on to the second phase of your application.

- You will be required to submit two sets of printed copies of your credentials (in separate color-coded folders) along with the original copies in another folder. There are two ways or options to do this:
- Option 1: You print the same electronic copies of your credentials that you submitted for pre-evaluation in phase one. Then ship the three sets of your credentials to PSU.
- Option 2: You may avail of our printing and shipping services. We will print two sets of the same credentials that were examined by PSU in phase one of your application, and take care of the binding and shipping of your documents.
- If you choose Option 2, you need to do the following:
- You need to pay for the printing, binding and shipping services which we will do in your behalf. The fee for this is PHP 3,500.00. You may pay this amount along with the phase one fee, or you can pay when you pass the pre-evaluation and are ready to proceed to phase 2 with our services.
- You need to send the original documents to us so we will ship this together with the other two sets of your credentials that we will print. We will provide the shipping address to you.

RA12124 IRR (cmo29s2025)
RA-12124 Implementing Rules and Regulations (ETEEAP-IRR)
CHED Memorandum Order 11, Series of 2025 (cmo11s2025)
On March 3, 2025, President Ferdinand Marcos, Jr. signed the RA-12124 known as the ETEEAP Bill. This is to establish the May 10, 1996 Executive Order 330 (EO330) of former President Fidel V. Ramos into a law or Republic Act. On June 16, 2025, the Implementing Rules and Regulations (IRR) also known as CHED Memorandum Order Number 11, Series of 2025 (CMO11S2025) was signed and approved.
Below are the images of the 13 page RA-12124 Implementing Rules and Regulations (IRR) or CHED Memorandum Order Number 11, Series of 2025 (CMO11S2025). As stated in Sections 8 and 9 of this CMO, all previous CMO’s and other guidelines in implementing the ETEEAP are superseded, amended, modified and repealed upon the effectivity of this IRR or CMO. The said CMO was approved on June 16, 2025 and took effect on July 1, 2025.
After (or below) the images, you will also find some useful information and background of the ETEEAP and the difference between the EO330 of 1996 and the RA-12124 of 2025.

A copy of the ETEEAP-IRR (CMO11, S2025) can be viewed and downloaded here.
Difference Between the EO330 of 1996 and the RA-12124 of 2025
On March 3, 2025, President Ferdinand Marcos, Jr. signed the RA-12124 known as the ETEEAP Bill. This is to establish the May 10, 1996 Executive Order 330 (EO330) of former President Fidel V. Ramos into a law or Republic Act.
But why the RA-12124 when we already have the EO330 of 1996? Did we just create a redundancy and the present Marcos leadership wasting their time creating a bill on something that was already in place? Are they not just stealing someone’s legacy and program?
Here is the answer.
Be aware, and many Filipinos are aware, that the Philippine government structure has three main branches which most, if not all, of those who have gone to school have already learned about. These are the following:
- The Executive Branch
– This is being lead and supervised by the president of the Philippines. Under this branch are the military (AFP), police (PNP), defense (DND), justice department (DOJ), education department (DEPEd), commission on higher education (CHED), department of energy (DOE), department of agriculture (DA) and other departments as part of the cabinet of this branch. - The Legislative Branch
– As of the year 2025, this is mainly composed of the Congress and the Senate, which in the Philippines is bicameral (Meaning two chambers, or houses, of legislators). They are responsible for creating laws (bills) that should be implemented by the executive branch and upheld by the judiciary. Although this branch is the one responsible of legislating laws, it is the president who finally signs them and seal them to be called a republic act (RA). That means, the executive branch approves and ratifies the bill, and agrees its full implementation through the responsible cabinet or department under its supervision and jurisdiction. - Judiciary Branch
– This branch is responsible for settling disputes related to the implementation and adherence to the laws created by the legislative branch and implemented by the executive branch. It also oversees adherence of the two other branches to the constitution as they carry out their specific mandates. The judiciary makes sure that creation of any law by the legislative branch, and the enforcement of such by the executive branch are within the bounds of the constitution. Violations, disagreements and disputes on any of the laws will be handled by this branch, and any decision it hands down will be implemented by the executive branch through its department of justice, the police and/or the responsible branch of the military.
With the above background, we can see that the EO330 of 1996 (called the ETEEAP) was not a law but was just an operating procedure instituted by the president and directed to a specific department, which was the Commission on Higher Education (CHED) to implement a new project that will benefit out-of-school youths along with those who had to prioritize working at a young age over completing a college degree at that time. And it really benefited a lot of Filipinos. Since such EO did not violate any provisions in the Philippine Constitution, the other two branches never stepped in to stop it.
Five more presidents (Estrada, Arroyo, Arroyo, Aquino and Duterte) came after Ramos but none of them discontinued that operational procedure ordered by their predecessor. However, it was never ratified as a bill or law during their incumbencies. But thanks to them for their continued support for, or for not discontinuing, what former President Ramos had started.
It was only during the presidency of Ferdinand Marcos, Jr. that congress worked on ratifying the ETEEAP bill which was read by the Philippine 19th Congress as House Bill No. 5728 on November 8, 2022, and approved by the senate as the Senate Bill No. 2568 of September 16, 2024 and eventually signed as republic act on March 3, 2025 by the president.
So what is the difference between the EO-330 of 1996 and the RA-12124 of 2025?
- The EO-330 of May 10, 1996 was not a law, but was just an operating procedure established by the president and directed to the Commission on Higher Education to implement.
- The RA-12124 of March 3, 2025 was read by the Philippine 19th Congress as House Bill No. 5728 on November 8, 2022, and approved by the senate as the Senate Bill No. 2568 of September 16, 2024. Then on March 3, 2025 was signed by President Ferdinand Marcos, Jr.

ETEEAP Duration
- Pwede bang matapos in less than 6 months kasi may nag-post na pwede daw?
- Stage 1: Application – Submission of all credentials for evaluation. It takes about one week (one day if you walk in at the right time) to three months. Sometimes one year after many follow ups.
- Stage 2: Enrollment and attending classes – Kasama ang face to face na classes (kung mayroon at required), online virtual classes, completing modules, thesis (or the equivalent), final exams and completion requirements settling of all fees.
- Stage 3: Graduation. It will take about 3 to 6 months of waiting after applying for graduation from completing stage 2 or after the end of the residency period, whichever comes last.
- For private schools, dadaan muna sa CHED ang lahat ng credentials ninyo for approval na maka-graduate. This process takes between 3 and 6 months.
This process takes between 3 and 6 months.
- Stage 4: Processing and releasing of diploma and TOR. After graduation, it will take between 3 months and 1 year to receive your legal documents.
Summary. Mula submission of requirements to graduation, ang pinaka-mabilis ay 1 year.

I just want to share my journey in taking ETEEAP hoping that this would be helpful sa mga aspirant students. Long post ahead but I am sure po maraming common question ang masasagot sa post na to.
Last year po, I saw video sa tiktok about a content creator na nakatapos via ETEEAP and that video gave me knowledge about the program. I became interested since gusto ko din makaearn ng degree. Then I came across this group. Nagbabasa lang po ko dito and hindi man po ko nagpopost on what to do. Ginamit ko po yung posts ng members dito as an inspiration and guide what to do. I made my own research and October, finally enrolled nako and I recently applied na for graduation. Thank you, Lord!
Nag enroll poko sa PUP. I know common question po is magkano tuition? Gano katagal, anong course ang perfect fit for you, enrollment process and I would answer them on this post based on my experience from PUP
TUITION
EXAMPLE:
If they require you to take 11 subjects to graduate tas 3 units each subject, that means po ang Tuition nyo ay papatak ng 52800 (11 × 3 × 1600). Tuition palang po yan and depende sayo if hahatiin mo pa ng dalawang sem yan or isa nalang pero yan na yung total ng Tuition mo for the 11 subject.
Choice mo if ilang sem mo hahati hatiin yun basta ang computation ay number of subjects x 3 × 1600
OTHER PAYABLES TO EXPECT
- May onting miscellaneous fee pa po aside from Tuition.
Kunyari 12 subject per sem tas pag 4 years yung course nyo, 12 × 2 ( since 2 sem per year) × 4 (ilang years yung course), ibig sabihin yung course nyo ay may required 96 subjects para matapos.
- Graduation Fee (Update ko po to if meron nako details)
- Graduation Picture (Personal expense and not mandatory) – Di po to provided ng school
ANONG COURSE ANG DAPAT SAKIN?
For this question, nakadepende po yan sa profession nyo.
You can always ask for their recommendation.
For courses they offer, pls visit this link. https://www.pup.edu.ph/ous/ine/eteeap
You can also check the links shared on this group anong mga school yung nagooffer ng related sa current roles nyo.
- Magreach out po kayo sa school na gusto nyo enrollan or tap your Google friend.
PAANO MAG ENROLL?
- Alam ko po na madalas satin ay sa email nagmemessage and madalas po ay matagal talaga sila magrespond if sa email. For ofw, if may kakilala kayo or kamag anak na pwede pakisuyuan na pumunta sa school na gusto nyo, mas better.
As for me, nagvisit poko sa PUP personally.
If more than that, baka po abutin kayo ng 2 sem.
- Pangatlo, Date of Enrollment.
May mabilis, may matagal. May 6 months or less tapos na. May inaabot ng 1 and half year. And that all depends sa tatlong namention ko sa taas.
If umabot ka hanggang dulo, I hope nasagot ko na po yung usual nyong ask.

Republic Act 12124
On March 3, 2025, President Ferdinand Marcos, Jr. signed the RA-12124 known as the ETEEAP Bill. This is to establish the May 10, 1996 Executive Order 330 (EO330) of former President Fidel V. Ramos into a law or Republic Act.
This is the answer to those who had been questioning the legality of ETEEAP as it was only an Executive Order (EO) and no other laws supported it. It will also strengthen the foothold of the program and further re-enforce the legitimacy of the degrees that were earned by the alumni and alumnae under this program. We hope that the issues brought about by some individuals who refuse to recognize the legitimacy of this program will be silenced once and for all by this RA.

Self-Evaluation Guide
Self-evaluation and Enquiry Guide in ETEEAP
For those who are interested to join the ETEEAP, here are some of the important points you need to keep in mind:
- ETEEAP is a five-year-minimum work experience degree awarding system. It is NOT a program, option or way to continue with your unfinished college degree. The five years or longer may cover the following examples:
- Five years or longer under one employer (continuous).
- Three years under one employer and another two years under another employer (Total of five years, aggregate).
- Two years under one employer then stopped for two years. Then rehired for another three years by the same employer (Total is five years, aggregate).
- Overlapping employment under multiple employers are considered one. For example:
- Three years working for a marketing company while at the same time doing a Virtual Assistant job. These are overlapping jobs and although under the same field are considered as three years, NOT six years.
- Four years working at a fast food and at the same time working in a food factory. This is counted as four years, NOT eight years.
- It is NOT a fast-track degree program, but it is evaluating your work experience against the subjects and units in the relevant degree. If your credentials meet the minimum requirements for enrollment in the program, you will be accepted and will enroll the remaining units/subjects that were not covered by your work credentials. Otherwise you have to enroll in the regular program, not under ETEEAP.
- You need to be a Filipino citizen. Some schools accept dual citizenship.
- You need to have a high school graduate equivalent credentials (Old curriculum, Senior High School graduate, ALS graduate). Your document should have any of the following remarks:
- Secondary or High School Graduate Equivalent
- Eligible for Tertiary Education
- Eligible for College
- If you have started college, then you have automatically met the high school graduate requirement.
- You cannot choose the degree that you want to take up unless it is really aligned to your work experience. Therefore you need to do a REALISTIC SELF-EVALUATION when you apply or enquire, and as you do, please KEEP YOUR DREAM DEGREE OUT OF YOUR MIND.
- If you send an enquiry, don’t just say, “Where can I enroll?”, “Which schools deliver online?”, “Are there ETEEAP schools in so-and-so province/city?”, or any similar to these questions. You need to specify the following in the correct order:
- Your work experience that meets the above-mentioned criteria (If you don’t have them yet, then you should not continue with your enquiry).
- Provide a brief detail of your functions and responsibilities at your work.
- Provide the highest education level you have achieved after high school. If you are a high school graduate, mention if it was under the old curriculum, regular senior high school or ALS.
The following are additional information that are helpful to you when you do your self-evaluation.
- Work experience (At least 5 years straight or aggregate in the same field).
- Other work experiences. Kahit yung nakaraang trabaho ninyo.
- Education level na natapos.
- Your age (optional if you are above 23)
- Preferred degree (If relevant to work experience. If you are in the BPO or factory and you want to take up nursing, it is not relevant.)
Another important point: Karamihang ETEEAP schools ngayon ay hindi face to face. Either online or modular sila, o kaya ay hybrid online-modular.
Please take note on the following questions that we cannot answer:
1) Tuition and fee schedules unless the school is in our featured institutions.
2) Learning and transaction procedures.
3) Enrollment schedules.
Does it help (for instance increases the evaluation score) if one has more training certificates? And how are credentials evaluated?
Please visit the link below for the complete details. This gives you idea on how your credentials are evaluated so as to know what to expect (and what not to expect).
How to self-evaluate
Halimbawa:
1) Electronics components/semiconductor (5 years)
2) Service crew, cook at cashier ng isang restaurant (5 years)
1) BIT Electronics major
2) BIT Food Service Management major
3) BSBA

BS Nursing
Guest writer/contributor of some contents in this page: Edward J. Rodriguez
Before we proceed to the list of schools that offer Bachelor of Science in Nursing (BSN), let us take a look at the information you need to consider and keep in mind when doing your self-evaluation. This will help you become more realistic in your expectation and to be ready when things do not go to the direction you are expecting. Please consider the following:
UNEQUIVOCAL DISCLAIMER: This following is made with the intent of sharing information. IT IS NOT INTENDED TO DISPARAGE ANY OCCUPATION OR THEIR PRACTITIONERS.
1) Many members consistently inquire whether their experience in caregiving, as a dental assistant, as a VIRTUAL medical assistant, as a midwife, as a nanny, etc., – including those with almost one decade in those jobs – automatically qualifies them to a BS Nursing accreditation course.
2) Unfortunately, they will usually meet – and have met with – disappointment when seeking ETEEAP accreditation of their experience. The notable exception being Registered Midwives who have completed a four-year “traditional” course and are already Board-certified professionals.
3) Whereas the other occupations do not necessarily require extensive training or a high school diploma for that matter to qualify as such: caregiving can be learned in around three months, a dental assistant in around the same time as a caregiver, a nanny has knowledge enhanced through short trainings, and I could label myself as a Virtual Medical Assistant (VMA) in 20 hours.
4) An important consideration is that nursing demands HANDS-ON contact with patients, which the other occupations – again, with the noteworthy exception of midwifery – do not give the same level of practical experience as nursing. For example, dental assistants hardly have personal contact with dental patients while VMAs work on computers without even seeing their patients.
5) And perhaps the most important consideration is that universities will scrutinize whether a BS Nursing aspirant has extensive and hard-core experience and exposure, vis-à-vis the Nursing Blue Book, aka Related Learning Experiences (RLE). They will be looking into HOW MANY areas including but not limited to those listed below, and FOR HOW LONG the applicant has had experience in.
NOTE: Experience in only one or a few of these areas is therefore not adequate:
- Aesthetic/ Cosmetic nursing
- Battlefield/ makeshift hospitals nursing
- Cancer cases
- Community service
- Dental nursing
- Emergency response/emergency room duty
- Geriatric care
- Hospice duty (patients awaiting death)
- Industrial nursing – including advising on safety practices
- Mentally ill patients nursing
- Multi-bed ward duty
- Neonatal/ postnatal care
- Operating theater duty
- Orthopedic nursing
- Outpatient department clinic duty
- Palliative care
- Private duty (home or hospital)
- Professional sports team nursing
- Promotion of good health and safety practices
- Trauma cases such as fire, gunshots, mass casualty incidents, vehicular accidents
- Travel escort (e.g., medevac)
- Triage
- Etc.
6) Based on the above information, BS Nursing aspirants could do a self-assessment of their chances of admission as a BSN student via ETEEAP. Or, they might decide to enroll in a “regular” nursing program.
After doing your self-evaluation with the help of the above information, and you feel that you qualify (or may feel inadequate but still want to proceed) you may stay on this page and read the rest of the information.
The only information we can provide here is the list of universities and colleges that offer BSN under the ETEEAP that were verified to be still active in implementing the program. These information are based on our enquiries with the said schools and contributions from members of social media communities where this website is affiliated with. Some of their contributors are alumni and current students.
What we can provide here are the following information ONLY:
- Name of the schools
- School’s website
- Official Facebook page
- Email address
- Phone numbers
Please note that we don’t have answers to these questions:
1) Tuition and fee schedules.
2) Learning and transaction procedures.
